I'm trying to find construction guidelines for road-widths in Atlanta (specifically local roads). Are there any standards available, either by county or state?

After a bit of digging I found something that should tell you all you need to know about the design specifications of the roads in Georgia: here.

In section 6.1 you will see that "GDOT adopts the AASHTO Green Book criteria as the standard for lane width options for roadway classifications in Georgia."

The AASHTO guidelines are briefly described here.

However, for the full specifications dealing with lane widths I would consult the AASHTO Green Book which costs $50-60.
